しかもこのニュースも「全国医政関係主管課長会議で、実施要綱と交付要綱の案を説明した」とお役人主体のクローズ世界の出来事。情報公開、透明性の確保というのは、厚生労働省でも警察庁も、かけ声倒れだということがよくわかります。官僚は他者には情報公開を強要しますが、自らの情報公開にはとても消極的です。

死者を「侵略者」として鞭打つために呼び出すものも、死者を「英霊」として顕彰するために呼び出すものも、死者の「顔」を見ようとしない点では、つまり「本当の戦争の話」を語らないという点では、同じ身振りを繰り返している。
この閉じられた言説空間からの脱出に向けて歩み出すことは可能だろうか。おそらく可能であると私たちは信じる。それは「裁き」と「赦し」を同時に果たしうる「物語」の力にもう一度だけ掛け金を置くことである。困難ではあるけれど、さしあたり私たちが最初の歩みを踏み出す道はそれしかない。
