Serbian Government

Citizens of Serbia,
Together, we must show the world that we are opposed to the dismemberment of our country and do not recognise the violent creation of a fictitious state on our territory. In defiance of the policy of violence over Serbia, we must raise our voices in unison and support our fellow countrymen and citizens in Kosovo-Metohija. The government and parliamentary parties together will organise peaceful protests in Belgrade and all over Serbia, at which our dignity must be above the violence we are fighting against. Let us leave the violence to tyrants who have embarrassed themselves for all time, and let us instead show the power of law and justice, let us show them how much we love and respect freedom and the free Serbia with our Kosovo-Metohija. As long as the Serbian people exists, Kosovo is Serbia.

日本では円というただひとつの通貨が流通している。でもボリビアのような国では、普通の買い物は現地のペソを使用していても、ちょっと大きな物を買うときはアメリカのドルを使用したりする。そういったお金の棲み分けというのは人類の歴史を通してずっと多数派だ。実際、120~130年前まで、人類の9割くらいは様々な多くのお金を使い分けていた。たとえば18世紀末のミラノでは、価値の違う金貨と銀貨が、51種類も流通していた。
中国では特に、お金の制度が複雑だった。20世紀の初め頃には、人々の使う貨幣は全くバラバラで、一つの原理に支配されるわけではなく、ローカルに決まりがあった。都市単位、職業単位で、お金が足りなかったら勝手にお金を作ったり読み替えたりすることが出来た。ものすごい自由社会だったのだ。ただし、普段の生活に使うお金はバラバラでも、政府に納める税金のための貨幣単位はほぼ統一されていた。そういうバランスが上手くいっていたからこそ、中国という社会は膨大な人口を抱えていても分解せず、むしろそれらを包括できるような柔らかい構造ができていったのだ。1930年頃の山東省のある農村市場では、地元の農民は普段銅貨で商売しているのに、青島からやって来る商人は銀貨を使っていた。だからそこでは、銀貨を銅貨に替えるのが商売になった。実際、その市場では穀物を売る人の次に、両替屋が多かったという。

日本で中国銭の本格的な使用がはじまるのは12世紀半ばであり、このとき銭は、それまで米・絹・麻がもっていた一般的交換手段機能の大半を吸収するが、支払手段機能の獲得は明くる13世紀まで待たねばならなかった。 この現象は、じつは宋から元への王朝交替という中国国内情勢によって引きおこされたものである。宋にかわって中国を支配した元は紙幣専用政策を採用して国内での銅銭使用を禁止した。その結果、中国国内で使い道を失った銅銭が中国から海外へ大量に流出し、それがこの時期、日本やジャワ、ヴェトナムなど、東アジア全域に中国銭使用の拡大という共通の現象をもたらしたのだ。 年貢の代銭納化は中世日本の経済構造を一変させた。厖大な量の商品が生まれ、地方から中央にもたらされる物資も、年貢ではなく、商品が主流になる。生産物を換金するための定期市も各地に簇生し、商品流通量が貢納による物流量を上まわり、市場経済社会の段階に入った。それは約300年続く。。。 1570年前後に世界史的規模でおこったいくつかの複合的な原因によって中国から日本への銅銭供給が途絶し、それが日本における銭経済の終焉をもたらした。それにともない年貢の代銭納制も維持が困難になり、しだいに米を中心とする現物納へと回帰していった。年貢の代銭納制下で展開した中世的な市場経済社会はこうして終焉を迎えた。

その(内藤湖南の)唐宋変革論はどなたもよくご存じの学説なのですが、唐宋変革というのは、唐宋の間に大きな社会的、政治的、文化的変化が起ったという考えです。政治的には、それまでの貴族政治から君主独裁政治へ、経済的には、現物経済の優勢な時代から貨幣経済の発展期へ移っていく。そのような状況の変化の中で、民衆も貴族の支配下から解放されて自由になっていく。文化のいろいろなジャンルにおいても、これまでの形式重視の文化から自由な表現を重んじる文化へ移っていった。簡単に言うと、こういう説なのですが、。。。
彼の(内藤湖南の)時代区分論は、単なる王朝というものから、社会の中身、内部の質に入っていく、そして単なる現象に対する歴史家の主観的把握から歴史そのものの客観性へ向かっていく。つまり、個別の現象から社会の根底へ進んでいくという極めて画期的な立場に立ったものだと言うことができるかと思います。

加えて、建物の高さ制限などを定めた法規制である「用途地域」が、敷地の途中から分かれてしまっている。前面道路側が第2種低層住居専用地域で、奥側は第1種住居地域なのだ。

I had these pieces, these guitar pieces, that I wanted to put together. I had a whole idea of a piece of music that I really wanted to try and present to everybody and try and come to terms with. Bit difficult really, because it started on acoustic, and as you know it goes through to the electric parts. But we had various run-throughs where I was playing the acoustic guitar and jumping up and picking up the electric guitar. Robert was sitting in the corner, or rather leaning against the wall, and as I was routining the rest of the band with this idea and this piece, he was just writing. And all of a sudden he got up and started singing, along with another run-through, and he must have had 80% of the words there … I had these sections, and I knew what order they were going to go in, but it was just a matter of getting everybody to feel comfortable with each gear shift that was going to be coming.

"Take the 'A' Train" was composed in 1939, after Ellington offered Strayhorn a job in his organization and gave him money to travel from Pittsburgh to New York City. Ellington wrote directions for Strayhorn to get to his house by subway, directions that began, "Take the A Train". It refers to the A subway service that runs through New York City, going at that time from eastern Brooklyn (opened in 1936) up into Harlem and northern Manhattan, using an express track section (opened in 1932) in Manhattan.

Министерство здравоохранения Японии заявляет, что японские женщины утратили первое место в рейтинге продолжительности жизни после прошлогоднего землетрясения и цунами. По данным обнародованного сегодня министерского доклада, верхнюю строчку рейтинга теперь занимают жительницы Гонконга — они живут в среднем по 86,7 лет.
В докладе говорится, что ожидаемая продолжительность жизни среди японских женщин упала за последний год более чем на 4 месяца. У мужчин этот показатель тоже снизился.
Причиной падения средней продолжительности жизни считаются опустошительные землетрясение и цунами, обрушившиеся на северо-восточные регионы Японии в марте прошлого года. Важным фактором специалисты считают также рост количества самоубийств среди женщин.

Five years of full-scale blockade of the Gaza Strip may have finally come to an end in the wee hours of Monday morning, with Egyptian officials announcing that they are opening the border unilaterally and completely to all Palestinians, including those stuck in the strip.
Officials say that all Palestinians can enter Egypt at will now, without permits or visas, and that this will include not only those in Gaza, but Palestinians entering Egypt by plane from elsewhere and means a de facto opening of the Gaza border. Indeed the first travelers entering Egypt without this restriction were seven Palestinians who arrived by plane.
The move comes just a week and a half after the Gaza Prime Minister Ismail Haniyeh said that he was “confident” Egypt’s President Mursi would fully open the Gaza border to trade. This opening seems even more than anyone had hoped. Israeli officials have yet to respond to the news, but will presumably be extremely hostile to the change, as it will undermine their long-standing strategy of keeping Gazans in a state of constant siege.

Koboのサービスは19日午後3時に正式スタートする予定でしたが、大きなミスを犯してしまいました。専用PCアプリ「Kobo Desktop」のダウンロードサイトにお客様がアクセスできる状態になったのが、正式スタートより前だったのです。最終テスト・調整が完了する前のアプリをお客様がダウンロードされ、アクティベーションできないなど問題が発生しました。
端末にプリインストールされる「青空文庫」のサンプルファイルが、最初のページと最後のページしかない不完全なものだったり、表示に不具合が起きたりしていたのは、ダウンロードいただいたアプリが最終版でなかったため。また、Windowsの特定のバージョンで、ユーザー名にかなや漢字を使っていた場合、エラーが出てKobo Desktopをインストールできない問題も起きました。
アクティベーションや同期のための回線もひっ迫しました。発売に合わせ、かなり増強していたつもりでしたが、多くの方の利用が集中し、予想以上の負荷がかかって、楽天IDでのログインやデータの同期がうまくいかないことがありました。何度もアクティベーションに挑戦され、うまくいかないまま時間を無駄にされてしまった方もいらっしゃいます。サポート情報を提供するコールセンターも電話がつながりにくく、お待たせしてしまいました。我々のミスです。申し訳ありません。

Google launched a new application called Google Maps Coordinate allowing bosses to monitor employee location.
Google to charge U.S. $ 15 per user per month, and the program will report the location of one every five seconds. This application is devoted to monitoring the site for field workers.
Google gives an example of an electronics company that sent officers to improve the customer equipment. The officer was able to send their location, and his boss at the office can monitor the current location of his men as well as analyze the efficiency of work.
So for workers who do not want tracked by your boss, just turn off your cell phone :)

On peut donc dire que l’enfant sourit mieux encore à sa mère que sa mère ne lui sourit ; ainsi l’enfance est toujours la plus belle. Mais dans tout sourire il y a de l’enfance ; c’est un oubli et un recommencement. Tous les muscles prennent leur repos et leur aisance, principalement ces muscles puissants des joues et des mâchoires, si naturellement contractés dans la colère, et déjà dans l’attention. Le sourire ne fait pas attention ; les yeux embrassent tout autour de leur centre. En même temps la respiration et le coeur travaillent largement et sans gêne, d’où cette couleur de vie et cet air de santé. Comme la défiance éveille la défiance, ainsi le sourire appelle le sourire ; il rassure l’autre sur soi et toutes choses autour. C’est pourquoi ceux qui sont heureux disent bien que tout leur sourit. Et l’on peut, d’un sourire, guérir les plaies de quelqu’un qu’on ne connaît pas. C’est pourquoi le sourire est l’arme du sage, contre ses propres passions et contre celles d’autrui. Il les touche là dans leur centre et dans leur force, qui n’est jamais dans les idées ni dans les événements, mais dans cette colère armée qui ne peut sourire.

日本は現存する世界最古の国なのです。
ちなみに、二番目はデンマークの千数十年、三番目は英国の九百四十年です。
我が国の成立時期については諸説あり、2671年の歴史を否定する意見もあります。
でも、3世紀初頭に今の奈良県に前方後円墳が造られたのがヤマト王権成立の確固たる証であり、以来一度も王朝交代は確認できないため、最も短くとも1800年です。
いずれにしても、我が国は世界最古の国なのです。

It’s no secret that the U.S. housing market has seen better days. From falling home values and impaired labor mobility to backed-up inventories and a flood of foreclosures, the real-estate downturn has affected the economy at large in countless ways.
One of the unfortunate results of a bad housing market are empty homes. Vacant properties have increased by 43.8 percent nationwide since 2000, according to the Census Bureau. Homes can be vacant for many reasons, but are defined by the bureau as both unoccupied rental inventory as well as homes that are unoccupied and “for sale.” As of 2011, there were about 14.3 million year-round vacant housing units in the country, with a 10.6 percent gross vacancy rate that excludes seasonal vacancies such as vacation homes.

2012年10月に普天間基地への配備される予定のオスプレイですが、4月11日にモロッコでMV-22(海兵隊仕様)が墜落、6月13日にフロリダでCV-22(空軍仕様)が墜落しました。
事故が2回続いた事で安全性を懸念する声が出るのは仕方がないですが、問題となるのはその内容です。事故が2回起きたというだけなら、日本の海上自衛隊のSH-60J対潜ヘリコプターも今年の2月8日に横転大破、4月15日に墜落と重大事故が連続していますが、パイロットの操縦ミスが原因であり、機体の欠陥などではないとされています。オスプレイについても現時点では機体の問題は発見されておらず、パイロットの操縦ミスの可能性が高いとされています。
◯ モロッコの事故は経験の浅い操縦士が機体の速度が遅いまま転換飛行を試みる操縦マニュアル違反を犯し、機首下げ状態で追い風の中、失速した。
◯ フロリダの事故は前方の僚機との距離が近過ぎた事で僚機の出す乱流に巻き込まれた可能性があり、250フィート離れるという操縦マニュアルに違反していた。。。かもしれない。
この二つの事故を入れたオスプレイの実戦配備以後の事故件数は、MV-22がクラスA事故2件(うち墜落1回)、CV-22がクラスA事故3件(うち墜落2回)、計5件です。総飛行時間についてはMV-22が11万5千時間、CV-22が2,2266時間(2012年6月15日時点)で、MV-22とCV-22を合わせて約13万7千飛行時間です。ここからオスプレイの事故率は10万飛行時間あたり約3.65件となります。最近10年の軍用ヘリコプターの事故率の平均が10万飛行時間あたり2~3件なので、若干悪い程度です。海兵隊に限れば、MV-22は2件未満で、平均以下です。

ですから、民主主義は、みんなが参加するのはいいのだけれども、果たして結果を出せるかなあ、ということが実は古代以来、ギリシャの民主政治もそうだったんですけど、ずっと問われてきたテーマなんですよね。

New research suggests that the cancer and death toll from Fukushima may be higher than previously claimed.
According to a team of Stanford University researchers, most of these deaths will likely occur in Japan, but there could be as many as 30 casualties from radiation exposure in North America.
These numbers are in addition to the roughly 600 people who died as result of the evacuation near Fukushima after the plant’s meltdown in March 2011.
The new estimates stand in stark contrast to others, including the United Nations Science Committee on the Effects of Atomic Radiation, which suggested there would be no deaths as a result of the radioactive release.

Chinese President Hu Jintao has offered $20bn in loans to African countries over the next three years, boosting a relationship that has been criticised by the west and given Beijing growing access to the resource-rich continent.
The loans offered were double the amount China pledged for the previous three-year period in 2009 and is the latest in a string of aid and credit provided to African countries.
The pledge is likely to boost China’s good relations with Africa, which supplies it with oil and raw materials such as copper and uranium.
But the loans could add to discomfort in the west, which criticises China for overlooking human rights abuses in its business dealings with Africa, especially in Beijing’s desire to feed its booming economy.

A US institute wants to give him $1m (£700,000) for solving one of the world’s most complex mathematical problems, the Poincare Conjecture.
But it is unclear whether Dr Perelman, a virtual recluse, will pick it up.
A children’s charity in St Petersburg, where he lives, has urged him to take the money and give it to charity.
Dr Perelman, 43, has cut himself off from the outside world for the past four years, living with his elderly mother in a tiny flat said by neighbours to be infested with cockroaches.
In an open letter on its website, the Warm Home charity called on Dr Perelman to give the cash equivalent of the US Clay Mathematics Institute’s $1m Millennium Prize to Russian charities.

For all of the Electronic Engineers I have worked with, I’m sorry, but you have to admit my designs always worked very well, and were well engineered, and I always made you laugh at work.
Now to that really mean Park Ranger; after all, it was me that rolled those rocks into your geyser and ruined it. I did notice a few years later that you did get Old Faithful working again. To Disneyland – you can now throw away that “Banned for Life” file you have on me, I’m not a problem anymore – and SeaWorld San Diego, too, if you read this.
My regret is that I felt invincible when young and smoked cigarettes when I knew they were bad for me. Now, to make it worse, I have robbed my beloved Mary Jane of a decade or more of the two of us growing old together and laughing at all the thousands of simple things that we have come to enjoy and fill our lives with such happy words and moments. Naturally, this process does not occur with anything like the speed portrayed in movies, but geological and other evidence shows that it’s happened at least four times.
With so much attention focused on global warming, this chilly prospect has been all but forgotten. Given how catastrophic another ice age could be, one might be tempted to ask whether a human-caused increase in atmospheric and ocean temperatures will actually be a boon.

人権を考える大津市民のつどい

この「つどい」は、1969年(昭和44年)に、「大津市同和教育研究大会」としてスタートしました。これまで、多くの方々の熱意と関係諸団体の理解と協力を得て、同和問題をはじめあらゆる差別の解消をめざし、大会名称も「人権を考える大津市民のつどい」と改め、「人権尊重を基盤とした個性と魅力あふれるまちづくりをめざして」をテーマに、市民参加の集会として夏と秋の年2回開催されるようになり、昨年の参加者数は6000人を超え、ますます地域社会に定着したものとなってきています。
近年の少子高齢化、国際化、情報化などの進展により、市民の権利意識や価値観も多様化しています。しかし、いまだに人権尊重の願いに反するような状況も起きており、人権に関する理解や認識は十分とは言えないところがあります。このため、市民一人ひとりが生命を大切にし、お互いの人権を尊重し合えるまちづくりを推進するため、あらゆる場や機会を通じた人権学習が求められています。

底辺の労働者の生活

梅雨時ですから無理もないですが、晴れる晴れるとの予報も、くもりや雨の連続です。苦しい生活です。昨日の朝食は一杯の冷や飯、日の丸ご飯だったことについて昨日報告しました。今朝の朝食も同じく一杯の冷や飯です。やはり日の丸ご飯でした。今朝は一品追加しました。特売品の「釜あけしらす」です。昨日購入しました。80g238円でした。高額な貴重な食材です。少しだけ食べました。その後は冷凍しました。賞味期間が短いですから、大切にしなくてはなりません。昨日の昼食はセブンイレブンでレタスサンドを購入し、ヤクルト野菜ジュースとともに食べました。夕食は、自分で栽培したジャガイモとキュウリに、わずかな安いハムを入れたサラダをおかずに、白米を食べました。現金収入が乏しいだけに、食べ物の確保に四苦八苦の連続です。少し前までは朝食に「食パン」を購入していましたが、今の収入では一杯の冷や飯が精一杯です。人生においても同じです。来る日も来る日も冷や飯を食べさせられ、冷や水かけられることの連続です。最下層の厳しい人生です。お金がありません。

バブル崩壊は実にあっけなかった。NHKは三夜連夜で「土地は誰のもの」を放送し、サラリーマンが一生働いても買えない高地価の不条理を訴えた。誰もが異常だ、けしからんと叫び始めた。世論によりバブル退治に動員された日銀の三重野総裁は「平成の鬼平」ともてはやされた。急激な金融引き締め、大蔵省の総量規制、懲罰的税制、さらに、当時の国土庁により地価監視区域制度も実施され、公示価格と乖離した高値取引を規制した。これらによりバブルは弾けた。日本人のDNAにすりこまれた地価神話が音をたてて崩れた。しかし全力疾走の短距離ランナーの前に突然、巨大な隕石を落下させたようなこれら一連の政策は、後に大きな禍根を日本経済に残すことになる。
地価の急激な下落で銀行による過剰融資は、大手流通、建設、不動産をはじめ、バブル時に本社ビルを建てた企業などに大量の不良資産を発生させた。このため生じた資産デフレは借り手・貸し手双方のバランスシートに不測の大打撃を与え、金融システム不安を引き起こすが、当時の政府は、単なる景気循環の枠内での景気対策でいずれ終焉すると考えていた。正確に言うと日銀、大蔵省の役人は「地価はいずれ上がる」と思い込み、責任を追求される悪夢から逃避したかつたのかもしれない。93年5月、日銀内部で50兆円の不良債権を予測したレポートが存在したらしいが握り潰されたという日経の記事もある。
当時は、著名な専門家、エコノミストで現在まで長期に亘る地価低迷を予測した者は殆どいない。

ヨーロッパ金融危機の中、日本の国債は買われ、日本円はさらに強くなっています。ギリシャが危ない、イタリアが危ない、スペインが危ない、と言われ、日本の危機は見逃されています。人によっては、日本の経済は非常に安定しているから強いのであり、累積赤字などは問題ない、という人もいます。その証拠に日本の国債は買われているでしょ、円高は止まらないでしょ、と主張します。
本当にそうでしょうか。日本の国家財政は破綻寸前まできており、国債によって賄われる割合はますます高まっています。日本の企業や個人のお金で国債を賄っているから大丈夫、という議論もよく聞きました。しかし、大震災が起きて、経済が冷え込むなか国債を売って必要経費を賄おうとする日本企業も少なくありません。高齢化がすすみ、年金受給者や退職金を受ける人が増える中、貯金であった国債を売る企業も増えます。
そう考えると、日本国債の暴落は秒読み段階に入りました。いつ暴落してもおかしくない状況です。皮肉的ですが、ヨーロッパ金融危機が一段落すると、次は日本金融危機が起こる可能性が高いのです。

日本政府の借金は1000兆円(GDP比で200%)と世界最悪であり、近い将来に日本が財政破綻する可能性もある言われています。もしそうなれば、国債は暴落(長期金利は急上昇)して、保有者は大きな損失を被ります。
日本の1%前後の長期金利は確かに世界最低ですが、これはあくまで名目金利です。日本はデフレが続いており、近年のインフレ率はマイナス1%前後ですから、実質金利は2%を超えるのです。ところがアメリカやヨーロッパの先進国では、長期金利は3%台ですが、インフレ率が大体2%程度あるので、実質金利は1%台に落ち着きます。国債の金利というのは、その国の財政のリスクプレミアムとも言い換えられます。日本債券の実質金利が欧米を上回るということは、日本の国債は欧米に比べてハイリスクだと考えるべきなのです。
もう一点、現在の日本では国債が買われ過ぎていることも、考慮しなければいけません。金融機関が貸し出しを抑制する一方、国債投資を激増させているので、一部で言われるように「国債バブル」が起きているといえます。バブルであるにも関わらず、欧米より少し高い程度のリスクプレミアムだということは、本当なら日本国債はもっとハイリスク(実質金利が高い)だということです。
日本国債は95%が日本円建て(日本人が保有)なので、仮に財政難で返済が苦しくなっても、政府は紙幣を発行して借金を返すという荒技が使えます。しかしそうなれば、日本国債の信用はがた落ちし、長期金利は跳ね上がり、急激なインフレ&円安が起きることになります。
そうなる前に手を打つとすれば、インフレターゲット導入と国債の日銀引き受けで、財政再建をするしか方法はありません(増税では絶対賄いきれない)。その場合もやはり、長期金利の上昇とインフレ&円安が起こります。
つまり、日本の財政状況から考えても、バブルで値上がりしすぎな現状を考えても、近い将来国債価格が暴落することは避けられないのです。実際にどの程度債券価格が暴落するのかをシミュレーションすると、平均的な日本債券インデックスファンドで6~70%近い大暴落が起きるという計算となります。

厚生労働省は、高血圧対策を重要政策の一つに掲げて専用ホームペ-ジを開設している。その中で高血圧の基準値を、上が140mmHg以上、または下が90mmHg以下と定めているが、実は15年前に旧厚生省が定めた基準は上が180で、下が100だったのだ。それを厚労省と日本高血圧学会が二度に亘って引き下げた。その結果、高血圧患者がどんどん増えている。確かに、高血圧患者は増加する一方だ。1987年には男性110万人、女性60万人だったが、現在は男性830万人、女性680万人にまで増加している。なぜ厚労省はわざわざ患者を増やすようなことをしているのだろうか。
厚労省や日本高血圧学会は、独自の判断で基準値を引き下げたわけではなく、WHO(世界保健機関)の基準値を雛形にしただけなのだ。そのWHOは、1999年に高血圧の基準値を上が140mmHg、下を90mmHg以上と改定した。しかも、上の値は、従来の数値より20mmHgも引き下げたのだった。そもそも基準値の引き下げには、医学的な根拠は全くない。予算の七割が製薬会社の寄付というWHOが、スポンサーである製薬会社の意向を汲んで基準値を引き下げただけなのだ。
製薬会社の商売のために、本来健康な人まで高血圧患者と診断されている。患者が増えれば、血圧下げるために服用する降圧剤の需要も増えて、製薬会社の売り上げ増加に繋がる。
WHOは2012年版「世界保健統計」で、世界の25歳以上の成人の4人に1人が高血圧と発表した。これもスポンサーへの配慮なのかもしれない。

故山本七平氏の著書で「空気の研究」というのがあった。誰が考えても無謀な太平洋戦争に日本が突入していったときの日本社会の空気について書いたもので、皆がおかしいと思いながらも戦争に入っていったときの世の中の空気について書いてある。これを読むと私のような戦中派は、まったくその通りとうなずくばかりで、日本人は簡単に世間の空気に乗せられるお人好しばかりがそろっているという気がする。ところが日本でバブルがはじけて以来の社会の動きを見ていると、日本はまたもや世間の空気に乗せられて、とんでもない途を歩いていることがわかるのである。
バブルの頃は、財テクをやらないものは人にあらずといった空気があった。それが世の指導的な地位にある人々からマスコミまでが煽りに煽った。ニューヨークのロックフェラーセンターを買い取るといったことも、まさにその空気に乗ってしまえば何も恐ろしいことではなかったのだ。
ところが今は全く逆である。不況だとなると、何もかもダメという空気になってしまっている。

この態度は、近代や現代に入って少しゆらいだ。
・・・・人間こそ、いちばんえらい存在だ。
という、思い上がった考えが頭をもたげた。20世紀という現代は、ある意味では、自然へのおそれがうすくなった時代といってもいい。
同時に、人間は決しておろかではない。思いあがるということとはおよそ逆のことも、あわせ考えた。つまり、私ども人間とは自然の一部にすぎない、というすなおな考えである。

日本国内だけでは売り上げアップが見込めないられないからだと思います。

ずるい者が成功し、お人好しは生涯苦労する時代だ。その例はざっと周りを見渡しただけで枚挙にいとまがない。
わかるのは、まじめに生きたらそこから抜け出しにくい、ということと、ズルく生きれば成功は比較的容易に掴める、という私の“実感”だ。
思い起こせば、ベンチャー系といわれる領域は、どこかうさん臭さが漂うことがめずらしくはない。実直に働くより、一発当てたい人間がいるのは昔からで今に始まったことではない。
要は、当てて、それでどうするか、に私はズルさを感じているのだと思う。
“当てたら浪費”を誰もが疑わない感覚。“当てたら逃げろ”の発想。
もはや、譲り合いやら、共に生きる的発想は雲散霧消したと私は感じている。震災で日本人の素晴らしい連帯を見たのも事実だが、“当てて脱出”組や、“当てて浪費”タイプはその中にカウントされない。助け合い精神も確実に存在するが、当て逃げ層もしっかり確立されている社会だ。
では、次に、“逃げ切れるのか”だ。

もっと楽に生きてみないか

「人のいい人」は概して人付き合いがよく仲間を愉快にさせ、なくてはならない存在ですが、それだけの存在であって、重要なことを任せるにはとても危険な存在です。 なぜ人付き合いがいいかと言えば、自分に自信が持てないので他の人に嫌われるとなにもできなくなるので、相手に嫌われないようにつき合いをよくしているからではないでしょうか。 いつも周囲のことばかり気にして生きている人だと言ったら言い過ぎでしょうか。 本人はこのことを意識していない場合が多いと思いますが、私の経験からはこのように思えます。 責任感が乏しいので、大切なことは任せられないのです。 このような人に大切なことや時限のあることを頼んでひどい目にあったことはありませんか。 決して悪い人ではないのですが、自覚が乏しいので当てにできないのです。 たんなる遊び仲間でしかないのです。

アメリカはアメリカの債務国に対しては「お前の責任だから何とかしろ」と要求しつつ、一方、アメリカの債権国に対しては、「お前の方でこの黒字を何とか解消しろ」という。これはまことに得手勝手な話であって、その態度には論理的な一貫性はない。
ではそれに応ずるのはなぜか。似たような問題はしばしば出て来ているが、その間、一貫しているのが、次の言葉であろう。政府の弱腰、アメリカベったり、対米媚態外交、等々。
だがそういいながら多くの場合、日本は屈伏する。
すると屈伏の連続が屈辱感となり、それがある程度たまって来ると、どこかで爆発する。
これは簡単にいえば、そのとき自分がなぜそれをしなければならないかを明確に意識せずに、「無理難題に屈伏させられた」「外圧に敗れた」と受けとっても「自分がそれによって発展して来た環境を、その発展のゆえに破壊することがあってはならない」と考えないからである。
日本人は、言葉にはならなくてもカンは鋭いから、何となく、納得できないという気持は抱いている。だが、それがしだいに蓄積して来ると、いつかは爆発する。日本人がよく口にする「今度という今度はがまんならない」が出てくるのである。これが出てくるのは非常に危険だから、。。。

グローバリゼーションが起こると、仕事やお金が新興国に行ってしまいます。 財務、人事、ITサポート等の、パソコン、ネット、ある程度の知識があればできる仕事が移ってしまうのです。スキルを比較的短期間に身につけやすい仕事は、需要もあり、コストが安いところに流れます。理由として、IT化によりコミュニケーションコストが低くなったこと、物流コストが下がったこと、英語が共通言語となったためにコミュニケーションが容易になったことなどが挙げられます。
仕事を得た国の雇用は増え、経済は活性化します(これまであまり産業もなく経済もあまり活性化していませんでしたが、今では低コストでクオリティーの高い労働力を武器に世界中から仕事を受託しています)。でも、無くなった国は仕事とその人たちの富が減っていきます(高い給料を払って価値の高いものを生み出す仕事が、求められています。誰もができる仕事はグローバル化の中では安い国にアウトソーシングされるのです)。

グローバリゼーションによって、先進国の単純労働者の賃金が急速に低下していくのです。
しかし、このことは悪いことではありません。
もともと何の努力もせずにただ先進国に生まれたと言うだけの人間に贅沢をさせ、たまたま途上国に生まれてチャンスのない人間に貧しい暮らしを強いる方がよっぽどおかしな話なのです。
グローバリゼーションは既得権益を破壊する力を内包しているのです。
このグローバリゼーションは絶対に止まりません。
なぜなら、グローバリゼーションは政治思想でも経済政策でもなく、自然現象だからです。
そして、グローバル資本主義は既得権益を打破し、国籍や肌の色や宗教に関係なく、世界中の努力を怠らない個人に光を照らし続けるのです。

実際、日本史でいうと中世の年代に当たる宋朝以降の中国の国内秩序と、現在賛否両論の「グローバリズム」の国際秩序は、すごく似ていて。よく言えば徹底的な競争社会、悪く言うと弱肉強食の格差社会で、形式的には「平等」な条件で自由競争していることになってるにもかかわらず、実態としては猛烈な権力の「一極化」や富の偏在が起きている。そういう中国=グローバル社会のあり方を受け入れるか否か、で国論が二分されたから、日本は中世のあいだはものすごい内戦状態だったんだけど、結局、「受け入れない」という結論を出したおかげで、近世にはピタリと平和になって…。
(江戸時代の「徳川文明」ができたと。いわゆる「国民性」とか「日本らしさ」のようなものはこの時、「中国化」の影響力を脱することで初めてできたんだ、という点を本書は強調していますよね。そして、それがあまりにも日本人にとっては居心地がよかったので…)
心のふるさとになってしまって、疲れるといつもそこに帰りたがる。自分の本では「再江戸時代化」という言葉で表現している部分です。明治維新で産業革命をやってガバッと競争社会にしたけど、「昭和維新」では農本主義で農村を救えとか、ブロック経済で雇用を守れとかで、ガチガチの国家統制に戻しちゃう。戦後も高度成長でガンガン人口が都市に出てきて根無し草になると、田中角栄の国土の均衡ある発展とか、竹下登のふるさと創生事業とかで、やっぱり『古き良き地方社会』のイメージを守ろうとする。小泉改革であれだけ規制緩和だ自由競争だと言ってたのに、彼が首相を辞めたらあれよあれよという間に昭和ブームが起きちゃって、「やっぱり、ちょっとくらい不自由でも我慢しあって生きてくのが日本人だよ」みたいな。これは結局、中世の頃に「中華文明」を取り入れかけたんだけど、結局それについていけなくて別の道を選んだ、日本文明というものの体質の表れなんです、よくも悪くも。

大きな危機が起きるたびに、資本主義の暴走が言われます。しかし資本主義が暴走しがちなのは、よほどの市場原理主義者でもなければいまや誰もが認めるところです。
そもそもグローバル経済が不安定なのは、当たり前のことです。グローバル経済は、国内経済と違ってだれも管理する者がいません。世界的な再分配の仕組みはありませんし、市場の失敗を補ってくれる制度も発達していません。
この20年間、日本の改革の遅れやグローバル化への遅れが日本の病状だと考えられてきました。そして構造改革が進められ、その総仕上げともいうべきTPPへと向かおうとしています。その前提には、これからもグローバル化は順調に進み、いずれ世界経済は好調に戻るという思い込みがあります。
しかし、その前提が間違っているとしたらどうでしょう。これから来るのは、グローバル経済がますます不安定化して、各国による市場の取り合いが本格化する時代なのだとしたら? 急激な経済停滞から、途上国を中心に政情不安が各地で発生する時代なのだとしたら? 取るべき選択はおのずと違ったものにならざるを得ないでしょう。

今、世界が経験しているのは、単なる経済現象としての不景気にとどまらず、政治や社会あるいは文化そして思想などにまで及ぶ、複合的で全般的な危機だと私は思います。
こういう世界的危機、あるいは歴史的転換期においては、それまで正しかったことが間違いで、これまで間違いだとされていたことが正しいといった現象が起きるものです。このようなときには、これまでの通俗観念にとらわれていては、問題を解決することができないどころか、致命的な判断ミスを犯すことになるのです。
ただ、残念ながら、この問題はあまりに複雑かつ巨大であり、私一人の能力では、どう頑張っても扱い切れないものでした。しかももっと問題なことに、事態は予想以上に早いスピードで進んでいました。
ヨーロッパはギリシャ危機に端を発して、EU成立以来最大の危機に直面しています。アメリカ経済は完全に行き詰まり、ウォール街で大規模なデモが発生しました。中国はバブルが遂に崩壊し始め、社会が不安定化し始めました。北アフリカなど、各地で政変や紛争が起き始めました。我が国は、東日本大震災に襲われるなか、政治は混迷の度合いを深めています。
私たちは、おそらく、世間で言われていることとは大きく異なる議論を展開していくことになります。本書の議論に違和感を覚える方もおられるかもしれません。
しかし、時代の転換期には、これまで異端とされてきた主張こそが正しいかもしれないのです。

(今日の戦略論講座の講師は三井住友銀行取締役会長の北山禎介氏だった。)
1988年のバーゼルⅠ(BIS規制)、2004年のバーゼルⅡ、そして翌年のペイオフ全面解禁、また昨年(2010年)のバーゼルⅢが、銀行経営の健全化の足かせとなっている。
アメリカの、またヨーロッパの銀行経営次第でルールが変えられてしまう。日本がそのルールメーカーになれないため、ビッグバンまでは特有の護送船団方式で、大蔵省が全金融機関を護られていたが、金融機関も自由な市場に晒されることになった。
ルールメーカーになれない日本はいいところまで来ると、ルール変更で掻き回され損失を被る。それは日米同盟の関係上、仕方がないのだろうか?

さらに積極的に、国際社会において人類のあるべき姿を指し示し、いわば新たな国際ルールの創造者(ルールメーカー)になることを日本の役割と自覚することも必要である。一例を挙げれば、地球環境保全、すなわち、劣化し厳しさを増す地球の環境と人類とが共存していく戦略の推進である。そのための科学的基盤という国際公共財の充実強化に、日本が積極的な役割を果たすことを宣言し、国際的なプログラム-未来世代の立場に立って地球環境の今を監視する国際機関-を企画・提唱し、人類の共有物である地球での暮らし方のルールメーカーの一翼を担うことが考えられよう。

A dozen regulators around the world are investigating somewhere between 12 and 20 other banks, including HSBC, Royal Bank of Scotland, Deutsche Bank, Credit Suisse, UBS, JPMorgan Chase, Citigroup, Bank of America, Bank of Tokyo-Mitsubishi and Sumitomo Mitsui.

This, like so many other market mechanisms, is intrinsically corrupt and riddled with conflicts of interest.
Any claim that this cesspool of avarice and corruption can be “reformed” is the product of ignorance, self-delusion or deliberate deceit. The bankers who have committed fraud must be brought to justice and their illegally obtained fortunes seized and used to provide relief for the unemployed, the homeless and all those victimized by the financial mafia.
The fate of humanity, the rational and progressive allocation of resources to benefit the world’s inhabitants and prevent a further descent into social devastation, requires the expropriation of the banks by the working class and their transformation into public utilities democratically controlled and run in the interests of social need, not private profit.

The first is that the bankers, traders, executives and others involved would so openly and, in some cases, gleefully collude to manipulate this key interest rate for their own benefit. With all the seedy bank behavior that has been exposed since the financial crisis, it’s stunning that there’s still dirty laundry left to be aired. We’ve had predatory subprime lending, fraudulent ratings, excessive risk-taking and even clients being taken advantage of in order to unload toxic mortgages.
Yet even with these precedents, the Libor scandal still manages to shock. Libor — that’s the London interbank offered rate — represents a series of interest rates at which banks make unsecured loans to each other. More important, it is a benchmark that many financial instruments are pegged to. The Commodity Futures Trading Commission, which doggedly pursued the wrongdoing and brought the scandal to light, estimates that some $350 trillion worth of derivatives and $10 trillion worth of loans are based on Libor.

Bridgend’S library could be entering a new chapter after council bosses opened up on plans to move it to the town’s recreation centre. Public consultation on the proposed move from the library’s traditional Wyndham Street home to Bridgend Recreation Centre began last week and was set to last three months. Project leaders said they want the library service in Bridgend to be more accessible to disabled users, better equipped and open for longer.
Announcing the consultation period, a council spokesman said: “The council also wants to consider ways in which it can introduce improvements such as offering a greater selection of books and lending materials, boosting activities for children and adults, providing better ICT services, making the library fully accessible for disabled people and introducing new facilities which are not currently available at Bridgend Library such as toilets, baby changing areas and car parking.”

So what are we going to do with the Central Bank after it moves from Dublin’s Dame Street to the Anglo Irish “hulk” on North Wall Quay? According to Res Publica, a group of six young architects, it could become a new central library for the city.
This was the most popular idea to emerge from an exhibition and brainstorming session they held last week in the former UCD building on Earlsfort Terrace, not least because the library would give the building a real public use – for the first time.
Other ideas, some of them tongue-in-cheek, included a missile silo, a bird sanctuary, a prison for errant bankers, an enterprise centre with incubator space for start-up companies, a contemporary art museum and a 24-hour Tesco with a nightclub on its upper levels.

We have more than a hundred billion (1011) neurons in our brain. And like the trees in a forest, the neurons of our brain touch on average a thousand other neurons. The point of touching, where the communication takes place, is called a synapse. With a hundred billion (1011) neurons and, on average, a thousand synapses, we have in total a hundred trillion (1014) connection points. It is the passing of chemicals – neurotransmitters – across these connection points that account for our consciousness and thinking processes.
Is it possible to accurately model, simulate and visualize the functioning of the human brain, beginning from the neuron level? This is a challenge of enormous proportions that has been taken up by the Blue Brain Project at the Brain Mind Institute, EPFL.

In the past thirty years, financial systems around the world have undergone revolutionary change. People can borrow greater amounts at cheaper rates, invest in a multitude of instruments catering to every possible profile of risk and return, and share risks with strangers across the globe. Financial markets have expanded and deepened, and the typical transaction involves more players and is carried out at greater arm’s length.
At least three forces are behind these changes. Technical change has reduced the cost of communication and computation, as well as the cost of acquiring, processing, and storing information. Deregulation has removed artificial barriers preventing entry of new firms, and has encouraged competition between products, institutions, markets, and jurisdictions. And institutional change has created new entities within the financial sector—such as private equity firms and hedge funds—as well as new political, legal, and regulatory arrangements.

主人公が戦いの中で強くなる、強さを見せるというのはアニメや漫画における爽快なシーンですが、その強さの理由に「キャラクターの血統」といった背景が関係することも多いかと思います。中国オタクの中には「強い理由が血統」ということについてちょっと考えてしまうこともあるらしく、中国のネットで話題になっていました。
考えてみると日本の作品の主人公の強さって、結局は血統で決まってない? 強いキャラはみんな「良い血統」という背景がある。主流な少年漫画を見てみれば、ルフィもナルトもゴンも一護もリクオもハッキリと血統による強さとなっているし、コナンなんかでも同じ分野で優秀な親の才能を受け継いでいる。
優秀なキャラには、優秀な血統が背景としてあることが多いね。ここまで多いと、この設定が日本人の感覚独自の強い説得力を持っているのではないかと考えてしまう。

今月の電気代、はじめて500円を切ることができました。
今月も、今まで通り過ごして特に変わったことはしていませんが、(平日も休日も基本的に家や周辺で過ごして、半日以上の外出もしていません。)
日が長くなってきたので、照明を点ける時間が短くなったのと、本を書く作業が終わったので、パソコンを開く時間が減ったり、夜遅くまで起きていることが少なくなったことが関係しているのかなと思いました。

一つ目は昨年9月に達成した自己記録である、飛行距離16.4kmを 23.1kmに大幅に更新。
さらに自由降下時間も前回プラス25秒の5分22秒になりました。
また、今回新たにギネス・カテゴリー申請した、水平方向移動での最高速度記録では、時速363kmという驚異的なスピードを出しました。
スカイダイビングをはじめて23年。この挑戦を企画してから3年、延べ300回以上のウイングスーツ飛行を重ねて、今回のこの夢を実現することが出来ました。これまでご協力いただいた皆様、関係各社の方々に感謝申し上げます。

Patrick de Gayardon (23 January 1960, Oullins, Rhône – 13 April 1998) was a French skydiver, skysurfer and a BASE jumper.
De Gayardon was famous for pushing the boundaries of skydiving. He was one of the first people to develop the unique style of skysurfing, in which skydivers use a snowboard to make aerobatic maneuvers. He also made many famous stunts with his wing-suit (sometimes referred to as a “bat suit”).

The “Rationalists Should Win” meme is a good one, but it risks corrupting our goals. If we focus too much on “Rationalist Should Win” we risk going for near-term gains that benefit us. Status, wealth, power, sex. Basically hedonism – things that feel good because we’ve evolved to feel good when we get them. In atomic physics the result of an experiment depends absolutely on the observer, in mathematics of logics Curt Gedel proved “incompleteness theorem”, according to which there is no full formal theory where all true theorems of arithmetic could be proved.

Malgré un profil standard des nouvelles élites socialistes, la candidate du PS à l’élection présidentielle est parvenue ces derniers mois à s’inventer et à styliser une identité qui la fait apparaître comme une candidate extérieure à l’establishment. On lui fait crédit de bousculer les pesanteurs idéologiques, de faire bouger les lignes, de transgresser les interdits et le « politiquement correct ». Son « parler vrai », sa simplicité et son style participatif subvertissent les codes des professionnels de la politique. Elle a su distiller ses prises de parole pour  occuper l’agenda médiatique, lancer des débats autour de ses propositions, démontrant une capacité à « trianguler » des thèmes inscrits au patrimoine idéologique de la droite pour les acclimater à gauche (la sécurité). Elle a su occuper le terrain, nourrir la controverse et construire, chemin faisant, un subtil dosage idéologique autour d’un « ordre juste ». Elle invoque le blairisme tout en prenant pour porte-parole Arnaud Montebourg, plutôt classé à gauche du PS.
La promotion de la « démocratie participative » par la candidate est au centre de cette stratégie politique au point d’être devenue la marque distinctive du « royalisme ».
